Used to be great and so crap now

When i first bought it, the product was great. One sachet was enough to create foam to cover your head and wash hair properly. but the following 2 times I re-purchased, i needed 2 sachet and it's still dry...Have they changed the ingredients????? it's terrible now. and sometimes the bag tears at the wrong place and pollutes my entire toiletry bag with white powder.
